Background

Life Makers Foundation is an Egyptian registered National youth-led, voluntary and non-governmental organization (Reg. Number 839). Since its establishment in 2011, LMF worked on youth development to build their capacities to develop societies and respond to humanitarian needs and disasters. It works directly and together along with partner organizations in 24 Egyptian governorates in youth development, education, health, livelihood, food security and basic needs sectors.

LMF adopts the core principles of humanity, neutrality, impartiality and independence in its operations to ensure the provision of assistance with no discrimination towards difference in ethnicity, religion, race or any other consideration. LMF provides development and humanitarian interventions for the most vulnerable while preserving their dignity and ensuring their participation.

Life Makers is a voluntary non-governmental, non-religious, non-political and non-partisan movement that was launched in 2003 for mobilizing the best of the human spirit to alleviate human suffering and to protect human life and human rights.

Job Description

We are looking for a project officer with significant experience working in international donor funded projects. Prior experience working with the EU projects is required.

 

About the Project


The Strengthening Protection and Resilience of Refugees, Asylum-Seekers and Migrants in Vulnerable Situation is a 3-year project that targets refugees, asylum seekers, and vulnerable migrants, in the target areas of Greater Cairo, Alexandria, and Damietta. The project is funded by the European Union and is expected to run between 2024 – 2027. The project aims to enhance the socio-economic prospects and dignity of migrants in vulnerable situations, refugees and of asylum-seekers under protection, and vulnerable host communities in Egypt

 

An additional target group involves the vulnerable host population from urban areas. They are the population which lives side by side with the refugees and asylum seekers, and migrants, and are often in competition for resources and access to public services

 

Job Purpose

Under the supervision of the Project Manager, the Project Officer will be responsible for assisting with the implementation of the project's objectives through effective day-to-day work of the project's activities and operations. The Project Officer's main responsibility is to assist in executing the planned activities according to the project plan while ensuring effective management of the project resources, the implementing partners, and the donor. In addition to maintaining all documents and files related to the project in all aspects and providing technical and operational reports on the project's activities.

 

The Project Officer will need to establish a good working relationship and maintain effective communications with key stakeholders, including the government and other development partners. S/he will work closely with the Project Manager to manage the assigned budget, including planning and managing expenses and financial reporting, external consultant(s), and service providers. In addition to undertaking several other administrative tasks as required.

The project is implemented in Greater Cairo, Alex, and Damietta, and the role will require frequent travel to these governorates.

 

Responsibilities             

Key Accountability Areas

·         Coordinate the implementation of the project activities as required and in alignment with the project's overall objective and plan.

·         Report to and assist the Project Manager in daily tasks and duties.

·         Support the Project Manager in the coordination with humanitarian organizations (e.g., UNHCR, NGOs) and government agencies to ensure effective implementation of the project.

·         Organize and handle day-to-day financial and administrative tasks, including trainers and consultants related contractual arrangements, provision of equipment, travel and field disbursement, logistics, work plans and reporting obligations.

·         Coordinate capacity-building initiatives for local partners, focusing on service delivery improvements in project sectors.

·         Support the Project Manager by monitoring budget expenditures, cash flow and reporting on expense obligations to ensure that deliverables are met.

·         Liaise with the Programme Management Office (PMO) to complete PMO related tasks.

·         Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.

·         Participate in the preparation of Terms of References and the supervision of consultants.

·         Coordinate purchasing raw materials and supplies and handle all logistical requirements for events, training, and workshops.

·         Coordinate with relevant partners and stakeholders to organize the project's activities at the field level.

·         Coordinate between both project and MEAL teams by providing support in monitoring and coordinating different project activities and ensuring compliance with reporting requirements of project outcomes.

·         Organize and oversee the project financial and procurement management processes, including timely accounting and follow up on required payments and transactions, maintaining hard and soft filing systems for records.

·         Implementation of field visits as needed.

Job Requirements   

This is not an entry level position. We are looking for an experienced project officer to take on this role with at least five years of experience in delivering similar development projects funded by international donors. Specifically, we require the below:

§  A bachelor's degree in a relevant field. Further Refugee and/or general development studies would be a strong advantage, especially in economic empowerment and Education filed.

§  3 - 5 years of experience working in projects/operation support in development context, with focus on education and health for refugees, migration & asylum seeker, and people with disabilities.

§  Previous experience with international donors is required, preferably EU-funded or similar donor.

§  Excellent English and Arabic language skills, both spoken and written.

§  Knowledge of financial planning, budgeting, monitoring & evaluation and reporting for internationally funded projects.

§  Knowledge of key M&E principles and practices.
