Background

Life Makers Foundation is an Egyptian registered National youth-led, voluntary and non-governmental organization (Reg. Number 839). Since its establishment in 2011, LMF worked on youth development to build their capacities to develop societies and respond to humanitarian needs and disasters. It works directly and together along with partner organizations in 24 Egyptian governorates in youth development, education, health, livelihood, food security and basic needs sectors.

LMF adopts the core principles of humanity, neutrality, impartiality and independence in its operations to ensure the provision of assistance with no discrimination towards difference in ethnicity, religion, race or any other consideration. LMF provides development and humanitarian interventions for the most vulnerable while preserving their dignity and ensuring their participation.

Life Makers is a voluntary non-governmental, non-religious, non-political and non-partisan movement that was launched in 2003 for mobilizing the best of the human spirit to alleviate human suffering and to protect human life and human rights.

About the Project 

Supported by the German Development Agency (GIZ), Empowering Local Communities to Support Social Development and Inclusion in Selected Governorates in Egypt (ECSDI) is an 18-month project that aims to raise awareness of women’s rights and gender equality among the general population and especially among the vulnerable and rural population. The ECSDI will be implemented in 5 selected governorates (Fayoum, Qena, Red Sea, Alex, and Sohag). The project will be co-implemented by Life Makers Foundation Egypt and a group of partner NGOs in these governorates. 

 

ECSDI will involve at least 1.000 young people (16-29) from the 5 governorates; at least 100.000 people will be reached through various activities, including door-to-door visits, dissemination of print material, social network and media promotion, debates, sports and cultural activities, as well as by integrating the project core messages in the curricula of the various social protection programs of the government and the general social services, including but not limited to various vocational trainings, economic empowerment programs, rural support programs, etc. (50,000 will be indirectly reached through digital means). 

Job Purpose 

 

Under the supervision of the Finance Manager, the Accountant will provide support and guidance to the ECSDI-GIZ project with tasks related to accounting, banking, budgeting, procurements and financial management to ensure full compliance with rules and regulations of financial processes, financial records, and reports and audit follow up, and implementation of the effective internal control framework. 

 

The Accountant must establish a good working relationship and communicate effectively with key stakeholders, including the donor and other development partners. S/he will work closely with the Project Manager to manage the assigned budget, including planning and managing expenses and financial reporting, external consultant(s), and service providers.  

The project is implemented outside Cairo, and the role is to be based at the Life Makers Foundation’s head office in Maadi, Cairo. The duration of this role is one year, renewable based on the funding availability. 

Job Description

Responsibilities             

   

  • 1.Ensure updated, clear concise written accounting and procurement procedures manuals.

2.Facilitate timely, accurate month-end closing, cash requests and cash reconciliations

3.Support the reporting processes to ensure organized, complete, and properly approved reports are delivered to the donor in accordance with the schedule provided. 

4.Maintain control over the project filing systems to ensure complete and organized accounting files, especially original procurement documents and personnel salary files.

5.Ensure organized and complete accounting file documentation is maintained by the field office and main office in Cairo and develop procedures for systematically transferring all original documentation to Headquarters. 

6.Employ financial oversight and control mechanisms and procedures to ensure that all program expenses are in accordance with donor financial policies, procedures and rules and regulations.

7.Review and provide support for the financial aspects of contract execution of local and international sub-implementing partners.

8.Develop and periodically update Project Policies and Procedures guidelines for procurement, accounting and budgeting.

9.Ensure the smooth implementation of project accounting activities, including (but not limited to timely and accurate bank reconciliations, invoicing, monitoring of expenditure levels against budget and funding obligations, financial projections and submission of monthly financial reports to the donor.

  • 10.Regularly prepare and present financial reports, analysis, and recommendations concerning relevant financial issues.

    11.Verify accuracy and compliance of expenses and expenses reporting.

    12.provide assistance with internal or external audit requirements.

    13.Review all procurement actions, including procurements under grants, to ensure full and open competition to the greatest extent possible, strong internal controls with appropriate segregation of duties, adequate documentation to support solicitation, selection and best-value decisions, and full compliance with donor regulations

Job Requirements 
  • 1. Bachelor’s degree in the accounting field. 
  • 2. 3+ years of experience in development projects.  
  • 3. Experience with international projects' budgetary requirements. 
  • 4. Understanding of the Government rules and regulations. 
  • 5. Proficiency in Excel software required. 
  • 6. A high degree of integrity, accountability, energy and flexibility. 
  • 7. Excellent organizational skills and ability to work in a fast-paced environment.
