About Life Maker Foundation

Life Makers Foundation (LMF) is an Egyptian non-governmental, youth-led, and voluntary organization established in 2011 with an overall objective to foster youth engagement in addressing the emerging challenges at the local and regional levels. Since its establishment, LMF has worked closely with community-based organizations across Egypt to build youth capacities and support their efforts to develop their societies and respond to humanitarian and livelihood needs. LMF has a wide portfolio of programs, projects, and initiatives that focus on health, education, livelihoods, humanitarian assistance, the environment, and youth participation.

About the Project

The Livelihood and Economic Inclusion Support project funded by UNHCR is a 1-year project aiming at achieving the economic inclusion of refugees and asylum seekers, and to successfully engage in sustainable livelihood activities in Greater Cairo.

 

Main Activities:

1.      Mobilize, outreach, and identify potential beneficiaries in line with selection criteria of each intervention.

2.      Conduct livelihood assessment, profiling of applicants, and design support road maps.

3.      Facilitate access of beneficiaries to economic inclusion opportunities that are available in the local context.

4.      Undertake necessary referral and follow up to the accommodating options within the refugee and development actors’ network.

5.      Work closely with community structures to set up community outreach, identification and to facilitate refugees access to the different livelihood avenues.

6.      Conduct continuous assessment of needs and monitoring, reporting and evaluation to the different activities of the project.

 

For Self-employment Theme:

•        Conduct regular field/ home visits and maintain regular interaction with business development entities and other relevant actors.

•        Provide cash grants and business development services at micro, small and medium scales.

•        Promote knowledge exchange and networking activities among existing small businesses.

•        Identify, establish and/or utilize appropriate marketing opportunities for programme beneficiaries.

 

For Wage employment Theme:

•        Facilitate access of beneficiaries to various training programs, through direct linkages or coordination, based on their needs and market demands (life skills, vocational/ technical, specialized, language, etc.).

•        Facilitate access to job opportunities in the labour market.

•        Develop a dynamic information package and orientation processes to support the refugees in identifying their livelihood avenues.

 

For Social Cohesion Theme:

•        Organizing cultural exchange events, and festivals that showcase the traditions, music, dance, and cuisine of different ethnic and cultural groups within the community.

•        Providing training sessions on conflict resolution, mediation, community dialogue and peacebuilding skills for community leaders, youth groups, and representatives from both refugee and host communities.

 

Job Purpose

Under the supervision of the Portfolio Manager, the Project Manager will be based in Cairo. S/he will be responsible for planning, managing and monitoring the project’s activities to ensure successful realization of the project’s outcomes and objectives. Within the scope of his/her mandate, the Project Manager will oversee the progress of the project against planned, ensure efficient management of the team members and implementing partner, providing mentoring and technical support to the team as well as implementation partners. S/he should maintain effective communication with key actors including but not limited to the relevant local authorities, the donor and the partner development agency (EU), and others.

 

The PM will work on the delivery of the project to select, coordinate with, and supervise assigned consultant(s), service providers and relevant support functions at Life Makers Foundation to ensure smooth implementation and efficient delivery of the project’s activities. As well as ensuring proper management of the project’s budget including planning, authorization of expenses and reporting.


Key Accountability Areas

Program Management:

·       Provides day-to-day management and high-quality supervision of the project: field operations, administration, logistics and procurement.

·       Oversee a successful implementation of the project’s activities ensuring timely delivery of project’s activities within the agreed timescale, M&E plan, and budget.

·       Provide technical support for the project team, including facilitation of meetings, trainings, and one-to-one mentoring sessions.

·       Liaising with different internal departments to ensure the timely administrative, logistics and financial support to the project and engaged partners.

·       Undertake field visits as required.

·       Ensure regular, good-quality reporting of the project’s progress reports and contribute to regular and on-demand situational reports of the department.

·       Supervise quality implementation of all services and consultancies delivered by third parties.

·       Ensure efficient management of the project’s resources including budget forecasting, financial reporting, and accurate authorization of expenses.

·       Finalization of the project M&E plan as aligned with its logical framework.

·       Conclude participatory assessments, focus groups and surveys based on identified success indicators and M&E plan.

 

Capacity Building:

·       Work as a mentor and role model for project team members.

·       Manage and motivate the project’s team to perform highly in their respective roles and responsibilities. This will include leading on staffing structure, recruitment, performance management and implementing staff welfare policy.

 

Partner Management:

·       Support the establishment, maintaining effective and regular working relationships with key stakeholders, including local organizations, relevant government authorities, and relevant actors.

·       Ensure all project partners are informed and engaged.

·       Support the project team and target beneficiaries to establish communication with relevant actors at the community level (private sectors, service providers, NGOs, and local government partners) to support the project related interventions.

Qualifications

 

§  A master's degree in a closely relevant area is preferred, for example, migration, law, refuge studies, international development, public policy, etc. A combination of significant experience (over 10 years) in the field of refugees, migration & asylum seeking, and a bachelor’s degree may be accepted in lieu of the master’s degree.

§  A professional qualification in project management such as PMP is required.

§  At least 7 years of experience working in projects/operation support in development context, with focus on livelihoods, enterprise development, employability for refugees, asylum seekers, and people with disabilities.

§  Previous experience with international donors is required, experience with EU, UN or similar donors is essential.

§  Excellent English and Arabic language skills, both spoken and written.

§  Knowledge of financial planning, budgeting, monitoring & evaluation and reporting for internationally funded projects.

§  Excellent knowledge of key M&E principles and practices.
